1.                  Call meeting to order.

 

2.                  Meeting was properly posted Tuesday, September 22, 2015.

 

3.                  Discussion and possible action on Resolution BB 149-16: Supplemental Appropriation (Budget Amendment) for the General Fund in the amount of $4,214,321.  This includes a reduction in appropriations from the General Government in the total amount of (-$2,362,786) with additional funding going to County Audit in the amount of $29,120; Social Services in the amount of $12,500; Economic Develop in the amount of $595,000; County Reserve in the amount of $4,633,078 and the remaining balance of $1,307,409 is split between the departments within the General Fund as approved by the Budget Board on September 17, 2015. This item requested by Carolynn Caudill, County Clerk and Secretary to the Board.  (Document Received.)

4.                  Discussion and possible action regarding Oklahoma County Estimate of Needs for fiscal year 2015-16 and Financial Statements ending June 30, 2015, which includes amending the Budget for General Fund for total appropriations of $87,766,685.86, which includes  transfers out to Employee Benefits Fund, Worker’s Compensation Fund, and Self Insurance Fund and Capital Improvement Regular Fund for a total of $7,363,845.  This will be a 10.35 mill levy for the General Fund.  The Estimate of Needs also includes an appropriation of $9,498,419.02 for the County Sinking Fund, which is a 1.44 mill levy.  This item requested by Carolynn Caudill, County Clerk and Secretary to the Board.  (Document Received)

 

5.                  Discussion and possible action to adopt Resolution BB 150-16: A Resolution to reestablish the Oklahoma County Budget Evaluation Team.  This item requested by Ray Vaughn, Commissioner District No. 3 and member of the Board. 

 

6.                  Discussion and possible action to provide flu shots to Oklahoma County employees at no cost to the employee.  250 doses of flu vaccine will be purchased from the Oklahoma City/County Health Department at a cost of $25.00 per dose.  Oklahoma City/County Health Department will provide nurses to administer the vaccine at the Downtown complex on the afternoon of October 30th.  Oklahoma County will also purchase 330 doses of flu vaccine from IMWell Heath at a cost of $9.50 per dose with 250 doses going to the Sheriff’s Office and 80 doses going to the Juvenile Bureau. Medical staff at those facilities will administer the shots.  Total cost will not exceed $9,385.00 and would be paid from the Employee Benefits Fund. Funds will be encumbered contingent upon approval by the Budget Board.

 

7.                  Discussion and possible action on Resolution BB 151-16: Carry-over appropriations for Sheriff Service Fee Fund 1160 in the amount of $216,852.02. To carry forward appropriations from fiscal year 2014-15 to the current fiscal year 2015-16.

 

8.                  Discussion and possible action on Resolution BB 152-16: Carry-over appropriations for Sheriff Special Revenue Fund 1161 in the amount of $662.16. To carry forward appropriations from fiscal year 2014-15 to the current fiscal year 2015-16.

 

9.                  Board Comments/ Comments from the Elected Officials.

 

10.              Citizens’ participation.  Any citizen wishing to address the Oklahoma County Budget Board on an Agenda Item may do so at this time.

 

11.              Executive Session for the purpose of discussing the following:

 

a.       Pursuant to 25 O.S. 307 (B) (4) to engage in confidential communications between the public body and its attorney concerning a pending investigation, claim or action by Armor Correctional Health Services, Inc., and where on advice of its attorney, the board has determined that disclosure will seriously impair the ability of the public body to process the claim or conduct a pending investigation, litigation, or proceeding in the public interest.

 

12.              Action regarding the confidential communications engaged in by the Board on matters related to Armor Correctional Health Services, Inc.
