GENERAL PURPOSE: This position works within the Human Resources Department (HRD) to ensure the provision of high quality and professional human resources and personnel services. This position performs advanced level human resources activities to include management of the Executime employee attendance system, coordination of bureau-wide payroll processes, the tracking of all time and leave related processes (FMLA, WCOMP, Holiday/Comp Leave, etc., and additional activities as assigned. This position must be knowledgeable of and able to apply appropriate laws, rules, and standards as they relate to personnel matters, payroll administration, recruitment and selection, employee complaint management, employee benefits, and/or other transactions. SUPERVISION RECEIVED: Works under the guidance, direction, and supervision of the Human Resources Manager (HRM). SUPERVISION EXERCISED: This position does not have supervisory responsibilities. However, incumbents may provide supervision to HR employees and serve in the capacity of acting HRM during his/her absence. ESSENTIAL DUTIES AND RESPONSIBILITIES: Manages and ensures accuracy of the Executime employee attendance system. Responsible for inputting new employee information and updating information for existing employees when necessary. Responsible for auditing and ensuring accuracy of employee timesheets each pay cycle, to include use and accrual of leave. Manages the Family Medical Leave Act (FMLA) and Shared Leave Program for the agency, to include requesting and coordinating with employees regarding proper certification paperwork, assisting with and submitting recipient and donor requests, making calculations and reports to staff regarding usage totals, and the maintenance of related records. Coordinates and executes payroll processes for all OCJB employees. Reviews timesheets to ensure accurate accounting of all OCJB personnelís time for County payroll. Prepares and submits County payroll for OCJB employees. Handles employee inquiries on payroll matters. Manages all Workerís Compensation correspondence with the Oklahoma County Health and Safety Department. Maintains all records regarding Annual Leave that is At-Risk for employees to lose as well as the monthly list of time that needs to be taken due to it reaching the statutory limits for holding compensatory/holiday leave. Maintains a variety of complex records, reports, and files specific to the payroll and time/leave administration process. May maintain other records for assigned responsibilities in other HRM programs and practices. May conduct recruitment efforts and attend job fairs. May assist in responsibilities pertaining to the employee selection and hiring process. Assists with routine questions related to terms and conditions of employment from employees. May assist in developing and revising job descriptions. Types and reviews a variety of correspondence, forms, memorandums, and reports. Works cooperatively with other OCJB supervisory and administrative staff to effectively implement policy and procedure and achieve goals and objectives. Participates in staff meetings and attends other meeting, trainings, and seminars. Completes other assignments, as directed. Experience

Requires a Bachelorís Degree and two (2) years of related work experience. Human Resources Experience is preferred. Preference may be given to applicants who have working knowledge of Executime, similar timekeeping systems, and/or Oklahoma County payroll processes.
